Public Artifact Registers as Trust Infrastructure

Trust in an AI lab is not built by claims; it is built by the ability of outsiders to enumerate what the lab has actually produced and what state each piece is in. ### Register as Surface A public artifact register lists each artifact with its type, related system, status, and visibility. It does not have to expose internals to be useful; the fact that the list exists, and stays current, is the signal. ### Register as Discipline Maintaining the register imposes a useful discipline on the lab. Anything that should be public eventually appears on the register; anything that does not appear is implicitly internal. The register becomes a clear boundary between the lab's public surface and its working surface.
